ActionConditionFailed: The execution of template action 'Move_file' is skipped: there are no items to repeat.

I'm setting up a basic power automate workflow moving files, including nested folders, to another SP document library. It's pretty straightforward but I'm receiving the below error.

"ActionConditionFailed

The execution of template action 'Move_file' is skipped: there are no items to repeat."
I have selected identifier as the "for each" parameters. I've also tried selecting folder path and id, as well as body/value. I'm at a loss. What am I missing?
I'm trying to move 5 small test files and 1 nested folder that includes 2 small files from our HR SP site to our IT SP site.

    Your Get items do not seem to be returning any items.

    Do you have a filter ON?

    I don't have any filters turned on. It's a Document library with folders, no metadata, nothing special. The HRArchive folder is not empty as indicated by the screenshot.
