How can you change the name of the owner of a canvas application?

Share it with the other person, have them open it and then use "Save As" - you can then rename them both later.

Please try PowerApps Center of Excellence Starter Kit
A canvas app called Set New App Owner is included in the COE Starter Kit. In the App, you can assign the user to be the Owner.
If you edit the App, you will find that function is realized through 'PowerAppsforAdmins.SetAdminAppOwner'. For more reference:https://docs.microsoft.com/en-us/connectors/powerappsforadmins/#set-app-owner
