We can have sharepoint online workflows and now this power automate (formerly flows).
as of now, what is the latest best practice on automating business processes? e.g: leave management system.

Power Automate (flows) is the successor to SharePoint designer workflows.
Recommended path forward is flows.
Last version of SP designer workflow is 2013 and may as well be the final one.
