I just have a basic question to understand limitations on PVA:
Is there any limit on Topics Items (maximum items in single topic)?

Do you mean is there a maximum number of actions you can have within a topic?
Precisely “Conversations” within a topic.
For example: Greetings has 52 conversations.

You are meaning Trigger Phrases, and the answer is no, it's not defined inside the Microsoft documentation the limits of it.
BUT I recommend you to create between 5 and 10 phrases because if you are using many words and phrases when your user sends a message maybe the chatbot will don't understand and will recommend an unrelated topic.
