Is it possible to use Power Automate or Power Automate Desktop flow to create a standard Power Apps?

Your query didn't clear, but if it related to licensing, trying to create Power Apps model using power automate license kindly refer the document https://learn.microsoft.com/en-us/power-platform/admin/power-automate-licensing/faqs and https://learn.microsoft.com/en-us/power-platform/admin/pricing-billing-skus .
Power Apps and Power Automate are able to use from the Office E1 license onwards with limited capabilities.

The products are separate. You cannot create Power Apps via Power Automate. And Power Automate licenses do not cover Power Apps. But Power Apps licenses do cover some functionality of Power Automate - where you need cloud flows running in context of the app (meaning called by the app and returning outputs to the app - i.e. needed for the app to function).
