I’m getting a consistent 403 Forbidden when using Excel Online (Business) → List rows present in a table against an Excel file stored in OneDrive for Business (My files). The action fails while trying to load/resolve values (Location/File/Table) and/or at runtime with an error like “Error from token exchange: Permission denied due to missing connection ACL”. I created the flow myself (not shared, not in a shared run-only setup), I’m signed in with the correct work account, and I’ve already tried the usual fixes: recreating the Excel/OneDrive connections, deleting and re-adding the action, rebuilding the flow, testing in incognito/another browser, and confirming it still fails on normal Wi-Fi (so it’s not hotspot/network related). Despite all of this, Power Automate still returns the same 403 “missing connection ACL” token exchange error when attempting to access the OneDrive Excel file.
Just to double check. What other actions and connections are you using in your setup? And have you tried adding the OneDrive url as a custom value, did that make a difference? Have you tried any other Excel Online (Business) connector actions, do they generate the same issue?
Does your tenant have any DLP or conditional access type of setup which might affect using Power Automate?
