Power BI Export to PDF in Power Automate Not Working with Premium Per User License

Hi everyone,

I'm trying to export a Power BI report to PDF using Power Automate with a Power BI Premium Per User (PPU) license. I’ve set up the flow in Power Automate with the "Export to File for Power BI Reports" action, selecting the correct workspace and report ID, and specifying PDF as the export format. However, every time I run the flow, I encounter a "Not Found" error.

Here’s what I’ve checked so far:

  1. The workspace is assigned to Premium Per User.
  2. Export settings are enabled in the Power BI tenant settings.
  3. I have access to the workspace and report.

Has anyone encountered this issue or have any ideas on what might be causing the error? Is there any additional configuration required for PPU licenses to enable export functionality in Power Automate?

    Hi!

    Premium per User is not a sufficient license. The workspace where the report resides must in itself be Premium. The documentation states:
     
    "Prerequisites
    To follow along, make sure you have the following prerequisites:
    At least one workspace in your Power BI tenant backed by a reserved capacity. This capacity can be any of the A1/EM1 - A6/P3 SKUs. Read more about reserved capacities in Power BI Premium.
    Access to the standard connectors in Power Automate which come with any Office 365 subscription." (Source: Export and email a report with Power Automate - Power BI | Microsoft Learn)

    This means that the user license in itself does not matter, only the workspace license.

    We have a user with a premium license AND the workspace is premium, but still getting a "feature not supported" error.
     
    What does "reserved capacity" mean for a license? Maybe that is more than just Premium?
