Is it possible to make an icon AND button change colors on hover?

I want to put an icon on top of a circular button and invert the icon/button colors on hover. I can change the colors of each control individually, but I cannot get it so that hovering on EITHER control affects the other. Does anyone have a creative solution for this?

    OnHover is currently not a feature in PowerApps.  I've tried to do this too.  Suggest you go vote for the Idea below in the Ideas forums.  There are 120 votes currently so its getting to the point where Microsoft will consider implementing it.
