I am logged into https://us.flow.microsoft.com/en-us/support/ with my O365 Global Admin enterprise ID.
From the above link, there is an option to "Contact Support". A pop-up gives you the choice of "Community" and "Assisted" -- When I click "Assisted" then click "Submit Assisted Ticket" I am taken to https://support.microsoft.com/en-us/error (page not available).
