reassigning an approver - by the person that created the document - not the approver

I have a form where accounting submits invoices for payment and sends to an approver.  They sometimes pick the wrong person.  They absolutely do not want the approver to reassign, they want that control since it is accounting function.   How can they without deleted and reading, change the approver and route to that new approver?
