Sharepoint Flow Button

I have a SharePoint Document Library with a few different flows triggered by JSON buttons using the for a selected file (SharePoint) trigger.  I have added the list to the run-only users and made the list an owner, but I am still the only user that is able to trigger the flow.  I tried recreating the flow a few different ways and can't seem to successfully share it with the Library.  I have another flow triggered from a PowerApps form in the same library that works just fine.

    Have you shared this flow with users who need to run this flow?

    If you want other user can able to trigger the flow, please share the flow to the user.

    It is shared with the SharePoint list.  I don't want to have to maintain a list of every person in the company under run-only users.  This worked when I tested it a few months ago and now it doesn't.  It is looking like it might be a lists permissions issue, but I haven't figured out specifically which permission setting is blocking the flow trigger.  The workaround for now is using a PowerApps button/trigger instead of the SharePoint button.  Pretty much everything is a workaround at this point.
