Hi Community,
I'm facing an issue with a Copilot Studio agent that has been published to the Microsoft Teams channel. The agent works perfectly in the Copilot Studio Test Pane, but when users interact with it in Teams, it does not respond at all. There is no error message, and no conversation session appears to start.
Note: I currently do not have access to the Teams Admin Center or Microsoft 365 Admin Center to validate tenant-level settings.
Users should be able to ask questions in Teams and receive responses from the agent, just as they do in the Copilot Studio Test Pane.
✅ Agent responds correctly in the Copilot Studio Test Pane ✅ Agent publishes successfully ✅ Agent installs in Teams without errors
Since I do not have Teams/M365 admin access, I cannot validate:

The agent works in the Test Pane, but Teams users get no response and no Copilot Studio session/transcript is created.
@Pstork1, The agent is currently not working for anyone (including me) in the Teams channel, although it is working correctly in the Copilot Studio test pane.
@Mohsin Ali Activity/session information is not visible under the Activity tab in Copilot Studio
@11manish I will investigate any potential Teams/M365 Admin Center or Microsoft 365 tenant-level configuration issues and provide an update once I have more information.

I have now enabled Custom Apps from the Teams Admin Center. After doing this:
However, the agent is still not working in Microsoft Teams.

Despite these steps, the behavior remains the same:
The same issue is being observed by other users as well, so it does not appear to be specific to my account.
Has anyone encountered a similar situation where a Copilot Studio agent works in M365 Copilot but not in Teams, even after enabling Custom Apps and republishing the agent?
Any additional troubleshooting suggestions would be greatly appreciated.

The root cause was the Teams app permission policy. In Teams Admin Center → Teams apps → Permission policies → Global (Org-wide default), I enabled both Custom Apps settings:
After saving the policy, removed agent from Teams channel, published Copilot Studio agent and then after couple of hours added agent back to Teams channel then it started working correctly.
