The action Append file do not working for PDF files

I try to append a PDF file to other PDF, the flow running but when i ope the file i do not look the append file, the size increase but i do not look the files that was append, how to resolve the problem?.
 
This is the flow:
 
I use get file content with path and get file content and the result is the same, thaks by the help

    How many files are you trying to merge together?  I suspect that is the problem.  There are two issues.
     
    1) There are size limitations on how big a file this connector can create, 20 MB. If you are appending multiple files you may be hitting that limit.
     
    2) The action itself creates a new file in the destination with the appended data. If you do this in a loop you may be overwriting the previous append before it has a chance to finish. That would corrupt the file and leave it bigger but with incomplete information.

    ==> the loop is only for one file that append to file 1
