I saw You ask a lot of questions about License on both Power Automate and Power Apps I try to answer this.
Power Automate Premium allow You to create flows with Premium futures Main futures are premium connectors , Premium data Source and AI.
That means any futures like operations on Dataverse and SQL will automatically class a flow as Premium and same if you want connect your flow to any Connector what will pull data from external source what is classed as Premium all futures what will require Premium license will have Dimond icon next to them. This include custom Connectors.
Now here is the tricky part Lets say You now want to connect Premium Flow to an app.
1. An app start to be an premium app and to develop premium App You need Power Apps Premium license.
2. To work with premium Connectors as Developer you will need both license if you create premium flow and connect it to an App.
Now this is different for a User.
User need only power Apps license if a premium flow is connected to an App as connecting premium Flow make an App instantly premium or App it self is connected with any Premium future example You scanning documents and App processing them using AI or App is connected to Dataverse or other Premium Data Source .Good thing is Microsoft do not expect a User of a Premium app to have Power Automate Licence.
Here are example when User do not need any of above license and it's covered by E3 and E5 license :
Power Apps with SharePoint List containing Approval flow or Flow what will send automated Email using Outlook connector.
Now here are when User need Power Apps License :
Power apps is connected to a Premium flow what for example Convert World Document to PDF or Updates Data in Salesforce witch is premium connector.
Here is example when App will not be premium and only Developer need to have Power Automate License
App Updates Data in SharePoint List than a Flow is triggered when Item is Created in SharePoint List what Creates Item in SQL Database. Owner of the flow need to have license but App user will only operate on free App what will do transactions in SP List.
I think it's simple to said for Apps only Developer need Power Automate Licence if there is requirement to work with Premium connectors.
