I am building a flow referring to one of the community solutions to merge Images and then save them in an HTML file and then convert them into a PDF file.

Are there multiple imaged included in the HTML file? The error may be due to the 2MB limitation. Please refer to below thread:

I’m experiencing a recurring issue with the “Convert file” (OneDrive for Business) action in Power Automate. The flow runs correctly up to this step, but when it attempts to convert an HTML file to PDF, it consistently fails with the following error:
The request has SAS authentication scheme, 'MSAuth1.0' authorization scheme or internal token scheme. Only one scheme should be used. { "status": 412, "message": "An exception occurred while executing within the Sandbox", "source": "api.connectorp.svc.ms" }
The HTML file is dynamically created in OneDrive from a variable (htmlBody), and its Identifier is then used in the File field of the “Convert file” action. I have already tried adding multiple delays (up to several minutes) and testing different input options (Id, Path, and File Content), but the error persists. I’m not using any Premium connectors or third-party services.

I would like to confirm whether this issue is caused by a known limitation or a bug in the “Convert file” connector when handling newly created HTML files in OneDrive (HTML → PDF) under enterprise authentication, and whether there is any supported alternative to perform this conversion within the standard (non-Premium) environment.
I appreciate your assistance and any guidance on the root cause or recommended solutions.
