I am trying to create and automated flow which will fill in the Development ID part of my Form with an autogenerated ID number but am unsure of how to do this as all the posts i have found only relate to giving forms an autogenerated ID within sharepoint. is it possible to have a fields information automatically entered with autogenerating values ?

No, it's not possible. It doesn't support automatically fill in a field in MS Forms survey in Power Automate. As you can see, there is no action can do this.
