Recently when trying to view historic view runs, you select the Flow Run you want to view, and the window goes into a "loading" state with a spinning icon in the middle. It's not until you shrink and expand the window until the flow opens up in details.
Have confirmed on multiple computers in both Chrome and Edge.

You're not alone, it is a bug and has been there for a good few weeks. The way to get around it for me has been to click on the spinning wheel and I have seen others confirm this on social media.
