I am not building an agent, just building a intelligent automation. in that Power automate use AI builder action-->Prompt to analyze based in my input. In this scenario, What kind of License user need to tun this automation?

Power platform premium only or Power platform premium + Copilot ?

What are the guideline when we are using the Hybrid approach?

Your understanding is generally correct, but there is an important distinction between Power Automate Premium, AI Builder, and Copilot licensing.

For an intelligent automation that uses Power Automate + AI Builder Prompt (without Copilot Studio):

Power Automate Premium (or another qualifying license) is required.

AI Builder capacity (credits) is required because Prompt actions consume AI Builder credits.

Copilot Studio license is not required.

Microsoft 365 Copilot license is not required.

Hybrid Approach Best Practices:

Use Power Automate for business logic, approvals, integrations, and validations.

Use AI Builder Prompt only for AI-driven tasks such as summarization, classification, extraction, and content generation.

Validate AI responses before updating business data.

Implement error handling and monitor AI Builder capacity usage.

Power Platform premium licsens is needed for the user running hte flow - the reason is AI builder action is premium features.

Copilot license or Copilot Credits are not strictly needed for running AI builder acionts in Power Automate flows. But starting from November 2025, AI Builder features consume either AI Builder credits or Copilot Credits if AI Builder credits are unavailable.

Please note that if your tenant has no AI Builder credits, then Copilot Credits will be consumed automatically when running AI Builder actions.

AI Builder prompt actions in Power Automate consume AI Builder credits or Copilot Credits, depending on your tenant's licensing model. They do not require a Copilot Studio license simply because you're using the Prompt action.
So, do you need "Power Platform Premium + Copilot"?
Not necessarily.
If your solution is:

Model-driven App

Power Automate

AI Builder Prompt

then typically you need:

Power Automate Premium (or the appropriate premium flow license)

Sufficient AI Builder credits or Copilot Credits for prompt execution

You do not need Copilot Studio unless you're building conversational agents.
