Is the "Create Item" and "Update Item" in the same list as the trigger?
If so that's why it's triggering all the time. Here's the cycle:
1. The Power Automate triggers when there's a change on list A
2. Condition yes/no
3. Update the item in list A (trigger the Power Automate again because there was a change)
4. Insert the item in list A (trigger the Power Automate again because there was an insert)
Makes sense?
