Why this object only lists 20 files and not all the files in the folder?
Solution is to turn on pagination under setting for that function. Then enter a value to set a maximum return number.
I also ran into this issue and confirmed the default limit is 20 but if you go into the settings you can turn on the Pagination feature and increase the limit to your needs. I tested with 100 and it worked.

The "List file in folder" action has limit with 20 items in microsoft flow currently.
If you would like the limitation to be increased or don't want to have the limitation, you could vote for idea in flow idea forum so it might be considered in the future releases:
