Id of files missing in dynamic content, for the get file propreties

Try using When a file is created - properties only. Then select the folder you want to monitor. That will give you access to all file properties. If you want file content, follow-up with a Get File Content action and supply the File identifier (not the ID).
When a file is created in a folder only provides file content.
In our offline discussion, you asked about using the For a Selected Item trigger with a document library.
Please see my screen shot below - you need to follow-up with a Get file properties in order to access the file properties. The expression that I used for the ID can be seen in the comments area.
