I have a flow that creates a new CSV with the passed thru content from iOS Shortcuts, but I want it to "Add a new line" instead of creating a new CSV and overwriting.

In current Excel connector design, it only supports .xlsx file. You may check more from https://docs.microsoft.com/en-us/connectors/excelonline/.
So for CSV file, as mentioned by you ,we may insert the whole table and overwrite file.
