I am having issues with send as email v2 actually sending as the Responders email

The email I am using is a service email address and mail enabled security group in 0365 with all users having send permissions for that email. I would like for a user to open the form and then it send as that user when they submit. Attached are some screenshots of my current setup flow

If this isnt possible then any more ideas on how to make it work. I am wanting to have the form go to a helpdesk email app address and show up as "submitted by"

    Sending email from Responders Email
To use the "Send As" feature with the Outlook "Send an E-mail" action in Power Automate, there are a few considerations. Every person submitting the form would need to grant the workflow account owner "Send on Behalf" permissions, which can be set up as described in Microsoft Support. However, it's unlikely that most people will do this, and it may also require delegate access.

A practical use case would be with a shared mailbox, where you want to send emails from the shared mailbox in your flow. In this scenario, you just need to configure the flow owner as an owner of the shared mailbox. Another practical use case would be if you were an admin assistant wanting to create a workflow to send emails as your boss. This is feasible since the two parties involved know each other and the intent, so delegation can be set up in Outlook in advance.
