Create Flow for Two level approve

Hi All,

I created the form " Trip approval request" for all deparments of my company. Some staff need two level approve: manager and General Director(GD), some staffs just approve only from GD so i created form and Flow bellow but it doesn't work, Pls help me find out the problem:

Pls help me in this case

Please compare the "Outcome" dynamic content with "Approve" in the Condition.
