Email Notification (V3) stopped sending to one account

I have been using Email Notification (V3) in a flow for over 18 months. It sends a notification to a list of email addresses. This has been working fine until a few weeks back. One of the email addresses which is a personalised email address using Outlook.com's Premium service (let's call it family@personal.domain) has stopped getting the messages when sent. The other accounts, e.g. me@personal.domain, another@personal.domain, etc. all are working fine. The flow completes every time with NO errors!

If I change the email destination to another alias (let's call it family@outlook.com) then it works again, and if I send emails to family@personal.domain from other services, e.g. other Outlook.com accounts, Office 365/Exchange Online accounts or Gmail accounts it all works fine.

Just to be sure, I have gone through the (re)subscribe process for the account family@personal.domain and the messages and confirmation emails all arrived in the account, and the process seemed to have completed --- but I am still not getting notifications to this one account!

What am I doing wrong? Does the resubscribe process take time to actually make a difference to the notification service, in which case how long should I wait? or is this a bug (I have seen mention of similar issues on the forum, for example on the thread Send an Email Notification (V3) NOT sending email
