I have 2 environments, a developer and a sandbox. If I develop in a sandbox, how do you do that with a portal? When I try to install the portal solution app in my sandbox, it tells me, "This app can't be installed because its packages aren't compatible with this environment."

Unfortunately, that article does not apply to my situation. It does not address the error I am getting. I have tried creating a portal now in any environment and I get the same error.

I found the solution. When I go to create the environment from the stopper message itself, it says that I need a Power Apps per user license. After more research, I find that you need at least 1 of these to create a portal in any environment.
