Create Nesting Folders using an Excel Spreadsheet

I'm looking to create nested folders within a Document Library when a new item is created in a separate list.  I have an excel spreadsheet that I could use to get the folder structure or would it be better to use variables?  Some Level One folders have 2 additional level of folders while some only have 2 levels.  Is there an example I an follow to achieve this?
