It seems the vertical space for labels is a fixed ratio of the total height of the column chart, meaning you' have to increase the size of the chart to create more room for the labels. If you don't have the space for that in your app, you can consider playing with the XLabelAngle property. This places the labels under an angle (in degrees), reducing the amount of vertical space they need.
