Can moving a folder into a new location in OneDrive be a trigger event?

I am trying to create a flow that is triggered when a folder is moved to a specific shared location in onedrive. The resulting actions would ideally be (1.) a notification or approval request and (2.) the folder and its contents copied to a second location.
