Saved email has no data/ permissions

I've created two flows, one checks if an email has a pdf attachment and if so then saves the pdf attachment to a onedrive folder. This one works fine
 
Second flow, checks if an email has the keyword "research" in it and if so saves the email to the same folder and assigns it .msg to the name. This one does not work as get a permission error when trying to open it directly and has no data, ie 20kb vs email much larger

Any ideas?

    Have you taken a look at the input and output of your create file action?  Does it look like the right data is going in and out?
     
    Also, please try opening the file that was created with Notepad and let me know what you see.

    Going in it looks right as seems to picking up the right keywords and subjects etc although coming out not so. 
     
    I saved one of the emails to a similar folder and can see different, properties and attributes (LHS is original, flow RHS output)
     
     
     
    The output msg does seem to have the text in and is in HTML,
     
    but the original in a different format
