Flow skipping approval tiers

I have a flow that has 3 approval tiers.  When we run it it is skipping tier 1 and tier 2 and going straight to tier 3 but generating multiple emails as though in a loop, still trying to email tier 1 and tier 2 approvers. There doesn't appear to be errors in the flow but it seems to be stuck in a loop.  The flow status is showing running and is generating an email every minute to all approvers at all levels

    Can you supply a screenshot of your flow so we can see how you've implemented the tiers?

    There are 6 in the sequence but I think it is this one that is churning out all the emails.  Flows 1-3 are showing that the tier level is zero or moving to 1.  It's this one that seems to be going straight to level 3

    Based on the screenshots the http call that is triggering this flow is saying its already at level 3 when its triggered.  What is actually sending the HTTP call and supplying the value for varTriggerApprovalProgress?

    Yes it's going straight to tier 3.

    I checked the flow before it and it is also going to tier 3 but I have found a failed flow in the second flow that might be helpful.  The first flow is literally only handling the document there is no approval process in it so I'm not sure why even at flow 2 it's going to tier 3.

    It looks like you are trying to use multiple flows to accomplish a complex process.  Can you please provide how each flow is triggered and what is supposed to pass the control from one to the next.  In the last set of screenshots you are showing a when an item is created or modified trigger, but you have another screenshot with an HTTP trigger.  Are you trying to use multiple triggers in a flow?  That normally doesn't work.
