Is it possible, or will it be possible, to selll canvas power apps in the MS Teams store for money?

I'm not sure if I have the most up to date documentation. From what I can tell I cannot currently distribute a canvas power app outside of my organization's team. Also it is not possible to use the MS Team App store to distribute a canvas power app whether for free or on a per user per month fee basis.

Is there a roadmap showing that in the future this capability will be available to developers? I'd to eventually know if it will be possible to monetarize a canvas powerapp by selling the app on the MS Teams app store.

This is a user community, so basically no one can answer your questions about the development roadmap. For now, you could upload your App as samples in this community:
