When a Sharepoint list item is deleted => send to 2nd phase of thras bin?

So the "when item is deleted" trigger exists, but as I understand it, when an item is deleted it send it to a general trash bin. I want them to be send to the "2nd stage" part of this. This only admins can have access to deleted data for 93 days, no?

Is there a way to acheive this? I want to do it as I don't want regular users to access whatever is erased.

@WorkingRicardo What do you mean by 2nd phase of trash bin? Do you mean the 'permanently deleted' phase?

At the bottom of the regular trash bin page there is this message (apologies in spanish, it says "
Can't find what you're looking for? Check the Second-Level Recycle Bin":
So, if you empty the trash bin, I understand it goes there. At that place I think only admins can clear that final trash bin.
