Recurrence Parameter wont stay as saved

I have a "When a file is created or modified (properties only)" action, and am trying to set the Recurrence parameter. It saves, but when I close and reopen the flow, it changed back. I cannot get it to stay at 5 seconds. I keeps reverting back to 5 minutes. Any ideas?
