Is chat session = billed session?

If I subscribe PVA Service, I will get 2000 session/month, and i know what situation will cost billed session.

Now i have a topic need to get API data, so i create a flow, and it need use Power Automate, so when user chat bot in this topic, I think it will be considered to billed session, when it be billed session, means this situation will cost 2000 session/month?

If yes, is any method can let me get API data, and will not cost 2000 session/month?
