Custom Selector Help

I am trying to select a link using power automate desktop's "click on a link" action. I have tried several different ways to select the element and cannot figure it out. Attached is a screenshot of the inspect element screen and the link highlighted in blue that I am trying to select.

    I tried using that and it returned the following error "Element with selector 'div[title="custom_DPR_Project_Template_ID.csv"]' not found."
