Hi,
I would like to deploy my app with every new client that signs up for my service. Every client must have their own information isolated and independent from all other clients.
I would like to avoid creating a new app for each client so that I can deploy updates en mass. I am keen to have this done leveraging Teams if possible.
Can this be done?

Firstly, you need to be aware of the licensing requirements for sharing PowerApps. This video from Todd Baginski is a good summary.
To answer your main quest, if you are only using PowerApps as an interface and depending where you are storing data, then you could certainly establish, from the user's login and control lists what records they should be interacting with. An account name and the login in a control list could be looked up at login and only those records containing the number would be displayed.
