User Prompted for Azure AD Basic URL and App ID when accessing Model Driven App Page with Cloud Flows

I have a page in my model driven app that runs some flows. the flows have an Invoke an HTTP Request Action. When my basic user logs in he gets this dialog box. If he cancels out of it, he can get to the page and use the functionality - but how does he get past this prompt?  This prompt does not show up for me, I created the flow.
