Not applied business rule when open new form.

When I open a form by pressing New, the business rule is not applied, but when I press Ctrl+F5 in that form, the business rule is applied properly. It was suddenly starts. Is there a way to fix this?

 

It happens the same issue in all the apps in my environment.

    I should recommend open a ticket with Microsoft. Here in the company that i worked and on the forum there is some people experience this issue. After the last update in the last week something broken the running of the business rules.

    The issue had occurred after MS's update, and we opened a ticket to get an answer to this question. MS has now fixed the issue and is working on it.
