Power Pages deployment using solution failed to update some js and css

I have the exact same problem with old discussion here (https://community.powerplatform.com/forums/thread/details/?threadid=c2794434-50e2-4495-95f0-ff856ce9864d) but I cannot update the old one.
 
We are using single managed solution for Power page sites, tables and power automate flows. We manually export the solution from DEV and import the managed solution to PROD env. Most of the components are being updated successfully. But this time the JS and CSS file are not being updated. I checked there is no custom layer.
 
I have tried export and import more than one time and the same JS and CSS are not being updated.
 
The only solution is editing the JS and CSS directly at PROD. I know it is not Microsoft best practice but it is the only work around I can think of.

    Hello @SP2019admin,

    This usually happens when changes are directly made in the managed solution (PROD), which can create hidden layers or prevent updates from being applied correctly while importing new solution. 

    In this case, the recommended approach is:

    #1. First of all delete all the layers and re-import the solution.

    Avoid editing directly in PROD, as it can lead to these inconsistencies during future deployments.

    It seems that your issue is not with solution import—it’s due to Power Pages caching and file versioning behavior, which prevents updated JS/CSS from reflecting.
     
    Correct fix:
    • Clear portal cache (/_services/about)
    • Use versioned file names or cache-busting
    • Avoid editing directly in PROD

    Hi @11manish,
     
    I have cleared the cache and browse with a inprivate browser and it is not helping. It is still loading the old code. When I edit the code directly in PROD, I can see the code (html, js and css) are old. By updating them directly in the vs code (browser version), it fixed PROD site immediately. 
     
    I think there is a bug in the Power Page and the solution deployment method.
