Hi,

We want to assign a dedicated service id to a flow and had the flow to have a per flow license. Does the service ID needed to have an E3 or E5 license to it?

No, it's not mandatory for the service account to have an E3 or E5 license. However, assigning such a license can be beneficial, especially if the service account needs to send Outlook emails or access \ interact with other Microsoft 365 services that require a license.
