Add New Row - Email Message: No value showing for Activity Party Attribute

I'm trying to create an Email Message using 'Add New Row,' however the Attributes are coming up empty. I believe that I should be able to select 'To' 'Cc' or 'Bcc' here. 
Does anyone know why it would have 'No Items'?
