abm 750 flow runs. i've not created so many flows (only a couple, less than 25, flows that I'm not able of access).

750 flows My understanding is pricing tier is based on how many runs you do.

Also this page suggests Flow comes up to 25 flows.

If you can't access your flows then probably you need to go with MS Support to find it.
