PowerApps licenses for organizations

I'm considering using PowerApps + AzureSQLDB to develop a new app.
As a result, I will need a premium connector, so I'm looking for the best license.
We have about 100 users, all of whom are Office365 E3 users.
There are Premium, per app, and pay-as-you-go plans,
but no matter which plan I use, it seems like the cost of calculations for 100 people will be high.
Are there plans for organizations?
In the PowerBI implementation, we use the PerCapacity plan for organizations, so there is no cost to individual users.
I hope PowerApps has a similar plan.

    Hi Takuya,
     
    there is no such license when we are talking about power apps, you will always have to license all the users that will needs to use the Power App which have premium connector inside.

    I think sadly, the pay-as-you-go is as close as you can get to a Per Capacity plan.

    Like the others have said, each user must be licensed individually if you are using Power Apps. However, depending on your requirements the following could be an alternative:
    - Put all CRUD operations into flow(s)
    - Use per flow or per run license for these flows
    - Call premium flows from your canvas apps. The app will be licensed by your Office 365 license and the flow is licensed individually
     
    You will have to use canvas apps and depending on your use-case this might be a bit "clunky" as you always have to call a flow to get the data that you like.

    Pay as you go licenses could be an option for you, depending on how many of the users actually need to use the system every month.
     
    It may be that a relatively small number of licenses are needed if they dip in and out of the app occassionally.
