Kindly assist me with this issue for an approval request. I want the the flow to be able to function without an attachment in the form. It gives an error when there is no attachment but works perfectly when there is an attachment.

You can play with "Run after" Property:
This will generate two branches, allowing to manage the case where you have an attachment and the case without the attachment
