Sharing Run Only Flows

I have shared my flow Run Only permissions with 4 people.  All of them received the email with the link.  They access the flow from More Action Items.  2 people can see it and use it and 2 people cannot.  Can I use the admin page for power automate to see what rights are need to run the flow?

 

I am looking for next steps..
