Seems like this just started in the last couple days. I have a blank layout gallery and several different controls in the template. When I use the reorder tool to reposition the order of the controls, nothing happens, they do not move. I cut the container out of the gallery, reordered and pasted back in.
Has anyone noticed this?

Today it is working again. Maybe it just needed to warm up?
Actually, the issue is that the container for which you want to reorder the controls, needs to be visible = true
