This is more a question on functionality. I know with Sharepoint Workflows you are able to integrate the workflow into a site template, so when you make a new site based on the template there is already a workflow created performing actions on the new page.
So my question, is this something I can do with Flows? I'm creating a project where I would need Flows running on sites created from site templates. I'd rather not use Workflows for this.

Microsoft Flow is a product to help you set up automated workflows between your favorite apps and services to synchronize files, get notifications, collect data, and more.

when configuring the flow, please make sure to enter the right Site URL. Such as the flow template “When a file is created>Create file”:
