How to add button to a list in Microsoft Lists that opens a pop up containing general information?

During my conversation with Microsoft Agent Sophia Papadopoulos, I learned that it is possible to add a button to a Microsoft List that, when clicked, opens a popup displaying general information about the list, such as a legend or general text information. She suggested this could be achieved using Power Apps and SharePoint Framework (SPFx). Therefore, based on her suggestion, I am seeking assistance from experts on this platform to get more detailed guidance on accomplishing this goal. Any direction provided (JSON, PowerApps, SPFX, etc.) would be helpful.
