Gallery not displaying Scroll bar

I have a gallery nested inside of a container in a full screen container and the scroll bar will not show. I have this same screen format copied across multiple screen and some galleries scroll and others do not. I have enabled the show scroll bar button yet there is no scrollbar. any suggestions?
